Ripple Swell Conference Kicks Off with Major Partnerships and a Shift in U.S. Treasury’s Digital Asset Stance

Bessent: The Dollar Needs a “Technological Umbrella”

The tenth annual Ripple Swell conference, even before its main event commenced, was marked by significant announcements. On its opening day, Ripple revealed a partnership with Robinhood, an expansion of its ties with BNY Mellon, the launch of a corporate treasury product, and the celebration of a federal bank charter. Notably, the U.S. Secretary of the Treasury also took the stage, signaling a new perspective on Ripple’s offerings.

The broader narrative emerging from the conference is Washington’s evolving view of Ripple’s products. Treasury Secretary Scott Bessent did not frame stablecoins as mere cryptocurrency experiments, but rather as instruments to extend the dollar’s global influence.

Bessent opened the conference by asserting that while reserve currencies were historically underpinned by military might, their current strength relies on what he termed a “technological umbrella.” He posited that leadership in digital assets is crucial for maintaining the dollar’s global dominance in this new era. “We are going to win in the digital asset stack,” Bessent declared, adding that this victory will “continue to fortify the dollar.”

His argument suggests a strategic imperative for the U.S. to embrace and lead in the digital asset space to preserve the dollar’s international standing.

Bessent expressed disappointment over Congress’s failure to pass the CLARITY Act. He stated that the Treasury intends to leverage its convening authority to bring together the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to address regulatory gaps. Furthermore, he indicated a push for industry standards to prevent cryptocurrency firms from being “debanked.”

Robinhood Plugs Into Ripple’s Rails

In a significant development, Ripple CEO Brad Garlinghouse announced that Robinhood will integrate Ripple’s infrastructure across its customer-facing services and back-end operations. This deal positions Robinhood as one of the largest U.S. retail trading platforms to connect with Ripple’s network.

BNY Goes Deeper

Ripple is also deepening its relationship with BNY Mellon, which already manages the majority of RLUSD’s reserves. The expanded partnership now encompasses custody and tokenized trade finance, utilizing RLUSD, XRP, and the XRP Ledger. This integration brings XRP directly into a project with one of the world’s largest custodian banks.

Corporate Cash That Never Sleeps

Ripple Treasury unveiled “24/7 Returns,” a new product designed to enable companies to earn yield on idle cash outside of traditional banking hours by leveraging stablecoins. Garlinghouse described this as a further step in Ripple’s treasury management ambitions.

Charter That Ties It Together

The week’s proceedings also saw the final approval from the U.S. Office of the Comptroller of the Currency for Ripple National Trust Bank. This federally supervised institution will be responsible for managing RLUSD’s reserves and providing custody services.

Twist: Ripple Is Selling Dollar Infrastructure

Collectively, the announcements made on the opening day signal a strategic pivot for Ripple. Its core business is evolving beyond just facilitating fast cross-border payments to offering a regulated, dollar-backed technological stack. This encompasses stablecoins, a regulated bank, and infrastructure for treasury management.

This is the very system that Secretary Bessent outlined from the stage. For XRP, the key question remains how much of this dollar-denominated activity will flow through the XRP Ledger and what value the token will capture in the process.

And Those Rocket Socks?

Conference attendees noted that CEO Brad Garlinghouse was not wearing the signature rocket socks he famously sported at Swell 2025. When questioned on X about their potential return, he humorously replied, “Those are main stage only!” The main event is scheduled to begin today.
